And somewhere Hollywood execs are frothing at the mouth trying to convince us physical media is old and outdated

Hooray for physical media! There are enough super common DVDs out there to keep these stocked for a while.

Edit: @negativenull@piefed.world has a great point. DVDs don't take temperature changes well. Maybe movies are better served digitally in this case. What if we made an Internet in a Box or Khan Academy on a Raspberry Pi with added movies that we, um, have permission to distribute over Wi-Fi.

I wonder what the stats are on people that have the tech to play a DVD.

Probably reasonably high still. Consoles still play them, I assume, for now. Also, a lot of people will still have old ones lying around. I do agree the number is probably dropping though, and will go even faster with the next generation of consoles. If you want, you can still find them in thrift stores easily, so anyone who wants one has easy access, but most people can't be bothered anymore.

I have thought of something like that for the Amazon/UPS/USPS/FedEx/DHL/et. al. drivers I see over and over again. Like let them borrow and return books and dvds.

I see them so frequently that I feel like I should be offering bodega services to these people.
