The lobbying and propaganda they did at the time was insane, but there was only so much they could do when people were dying from lung cancer, had trouble breathing, and even chewing tobacco was known to cause mouth cancer. They simply gave up trying so hard in the west and concentrated efforts in emerging markets. Do you remember the infamous video of the smoking baby a few years ago?
