Its a "waste product" from shale gas extraction. There are laws on how much producers can burn, and if they don't have a home for it they have to stop extracting methane. So they price it so cheap its essentially paying people to take it so they can go back to extracting methane. The USA produces 40% of the worlds ethane. This is also one of the reasons plastic recycling isn't financially feasible here.
