There's a linting rule that does pretty much exactly this.
Revolut offers the exact same service (one-time-use credit cards). They're an EU company. They do a ton of KYC though (much more than your normal physical bank, as they have much more anti-fraud concerns being online-only). Also only available in their app which is an atrocity, their website is not functional for banking separately.
Public institutions also have in-house software roles, and if those are insufficient they can have a tender to make the software that belongs to the public institution afterward (to then be hosted government managed infra). This happens all the time.
So its not right to dismiss this immediately.

To be fair my pixel got the update to android 17 and I didn't notice a single thing that changed. Then again they get 7 years of version updates so the start vs the eol version will be a much bigger gap.
The reason I skipped past those rugged phones fast was not the mayor version updates, but the fact that security updates end way too early. A quick lookup says they don't even publish eol dates which is jikes.
