It's referring to events that did actually happen. In 1979, Sweden officially classified homosexuality as an illness. The country has strong employee protection for calling in sick. Some Swedes used this to protest the classification by calling out of work claiming they were feeling too gay to come into work that day. The government soon reversed the decision classifying homosexuality as an illness.
The truck I drove as a teenager had a gas gauge that only worked if I'd recently hit a hard bump. It would stop working again after 5 or 10 minutes. It had to have been caused by a loose connection somewhere, but we never did find it. I'd just hit a pothole every so often when I wanted to know how much gas I had.

It's mentioned in the appendices that when they were both youths getting some combat experience, they fought together under King Thengel as allies of Gondor in some of the many battles they had against Mordor. Theoden didn't recognize him because he traveled under a fake name back then, and it wouldn't have occured to Theoden that this random dude (as far he knew) that looked half his age could possibly be his old battle comrade.
