Frankly, the movie is a fun ride, it has a few issues (which movie nowadays doesn't?) but it nowhere near deserves the hate campaign against it.

It is quite on the nose that they plan/hope to execute another "attack" at one of his events, be it the birthday bash or the 250 celebration.

There is no other solid reason to have these events outdoors.

They need to keep the pressure on his safety so they get to build more surveillance bunkers etc. and another miraculous recovery comes in handy to whip his followers into more of a righteous frenzy.
All to keep him locked in for a 3rd term.
