Army outranks the National Guard, especially the state ones. The POTUS absolutely also does have power to command any National Guard unit to stand down as well.

This crime occurred when people were crossing the border. The FBI needs to get involved and charge all involved with giving the order and physically restraining the agents with two counts of murder, and all present (excepting the Border Patrol agents) with accessory to murder.
