Ok some are making it a bigger deal than it is. He was swearing in people to the military which that wording "I ( state your name)" but instead of you saying state your name, you say your name while the person continues to read the script.
I did it when I swore in 2010.
I felt bad for the people swearing in, but then realize they were swearing in during this presidency.
I hope they feel that embarrassment throughout their career for serving while this guy is in.

That was 100% political. It usually is a private event the first time. When you re-up you can chose how you want to swear in.
