We just didn’t see the soldiers. He was swearing in people to the military which that wording "I ( state your name)" but instead of you saying state your name, you say your name while the person continues to read the script. I did it when I swore in 2010. I felt bad for the people swearing in, but then realize they were swearing in during this presidency.
