During the pandemic. When the vaccine started rolling out it should have gone to population centers and first responders. It went to Timbuktu. Because the population centers were blue. Vulnerable people and first responders had to make cross state treks trying to get the vaccine. The cities and urban areas were some of the last areas to get it.
