They likely can't hear them coming. Shooting without earpro will do a number on your ears.

I think he knew it was there, but was hoping it would pass him by for whatever reason (thought he was dead, EW degrading signal). Honestly, once its that close its probably the best strategy of all the bad strategies available to him.
