That's a good point actually. Never underestimate the power of a good saber rattle, I suppose? Also, they can't show the enemy how tough they are (not) on the battlefield, thus it makes sense to start terrorizing little children next, who are so very traitorous as to be (checks notes) watching YouTube cartoons.
