I think a lot of 2015 and older diesel cars don't qualify. I know my friend's volvo doesn't. UK has a big number of diesel cars. They're efficient and reliable. Those got hit the most.

Unfortunately they don't use the Ad Blu system - so they spew out a lot of PM 2.5s, sadly. It;'s why I got myself a 2016.

I have a 2015 diesel that claims to be an SUV (but I think it forgot about the S) In any case it's fine, so i'm not sure which cars it is that full foul of the scheme. As far as I can tell you practically have to be driving a tractor.
