The 4 main characters were mistakenly seleted to go to the "Good Place", which is like the biblical "heaven". It's a place where good people go to enjoy the afterlife.
This is the moment where one of the characters (Eleanor Shellstrop, the one in the image) realize that the so called "Good Place" they've been in is actually the "Bad Place" similar to the biblical "hell" and the whole "mistakenly selected to be in the Good Place" is a clever ploy to "torture" the 4 main characters.
