If he had passed the test, he wouldn't need to dodge bullets.

I wonder if they had anyone who knew actual details stay the fuck away from those tests just in case they got a mind reader in there.

You're assuming the test wouldn't give any false positives (since mind readers don't exist). False positives that would probably have profound long term negative effects on children forced to go through it.
