They are being unnecessarily snarky, but you're not quite capturing the full picture either. The original comment places heavy emphasis on an expectation that an IP should have similar standards across games, devs, genres, and publishers.
While that might be nice, I can't really think of a large IP that can claim that really. Any IP large enough is going to have its flops.
It's fine and even understandable to be disappointed, that just seems like a strange angle to approach it from.
