It's probably made by searching the fediverse for people that would fall foul of the rules he made up, and then picking up users based on that. You gotta say more "controversial" shit.

I'm surprised at some of the people not on there, especially if they have blahaj accounts

EDIT : I'm surprised LadyButterfly isn't in there.
