If two journalists testing cars are able to get targeted this badly by the police, what percentage of average citizens are going to be harassed by police using false data and fudged reports, where literally nobody in the command chain is ever held responsible?

    Hell, if I ever end up in a hit and run, I'm half tempted to be like "idk, it happened so fast but I think the plate was [old boss's plate]." Seems like open season on poison data with enough plausible deniability.
