There are plenty of non European countries that are eligible to participate and have participated in the past. A lot dont participate anymore because Israel is allowed to participate and/or Eurovision is too gay for them. Or because it is too "expensive" to participate.

You can do things for free or cheap but some things have so long waiting times, that you opt for private doctors, which can be somewhat cheap, at least in comparison with the US and because there is "competition" with the public system.
