This kind of behavior isn't a new thing.
In my home town in the 1980's the town council hired and ex state police cop with a great resume as the new police chief

Turns out he was a violent drunk. When to the neighboring town and got drunk, then while in uniform, pulled his service weapon, and started threatening the patrons. Had to be arrested and eventually fired

So he started a private detective agency. Got his mistress pregnant, then kidnapped her and her mother and held them hostage. That got him a jail sentence, finally.

I mean, if it's happening regularly, I guess there is one upside to the whole flock clusterfuck - weeding out shitty police officers.
