Israel has been touting the WCK as an alternative to UNRWA. This actually hurts their image. If this is indeed a precision strike, I wonder if there are competing factions within the Israeli military, with diverging agendas...

Nah, the IDF just wants to starve children to death. Killing aid workers is a bonus to them.
