The shots were bought and given privately within the space of 29 months. So, yeah. While the lockdown you sometimes needed a vaccination certificate to do some things and there were several anti-vax people who did want such certificates without getting vaccinated. So they either had to find someone willing to take their shot (and a doctor that didn’t do real identity checks) or they had to get a counterfeit certificate.
