Assuming that (non-free) GPU drivers perform telemetry, can the GPU surreptitiously access the network (internet) to send the collected data? (www.extremetech.com)

This is going to be doing it through the userspace program. On Windows there is almost always an Nvidia / Radeon / Intel icon permanently hanging out in the system tray. As it mentions, Intel is just enabling what the others already do.
