Stuff gets presented like "in EU you have to pay for public toilets" in clickbaity travel articles, but it seems to be more like people were in one scammy place that was chargning and that's what gets talked about? From Tallinn or Stockholm, it was like that at least in city centers, not sure I would call those touristy places or just high-traffick places.
