Leaving them at a Boarder with lots of others dogs is kind of out of the question right now. So if they can't leave their dog alone at home, and don't have an individual they can trust with their dog, they're left with very few options. Taking the dog with them isn't ideal, but it's less likely to be being exposed to other dogs on a flight (not every flight has dogs on it) than leaving it with a dog boarder where they're crowded in a big room with tons of other dogs in kennels. Even house visits of a range of levels of vet care.
