Nope, still 1 in 10 chance. In most simple written RNG calculations, past failures do not guarantee future success. The karmic dice system works for enemies too. So if you enable the system your rolls will fail less often but so will the enemy's dice rolls. With karmic dice on I find the enemies crit me more.
