This headline is misleading.
Russian air defense downed the drone, which was targeted on something else entirely, in an area crowded with civilians.
Ukraine has demonstrably and verifiably taken significant effort to maintain good target discrimination; there is zero possible utility for them to intentionally target civilians - and I do mean civilians specifically, not just “civilian targets” which may or may not have a dual military / military production support use.
