"Delivered Duty Paid" if you have that option with the website. The times I've had to deal with import duties, DHL and Fedex baked in the customs fee, so that I just pay upfront with the shipping costs. I've done this when receiving orders to Japan and to the US.

Otherwise I agree, its annoying. At least the times I've been hit with duties, I could still get my item from the delivery driver, and either pay on the spot, or pay online first and then schedule the delivery.
