The Windows 10 start menu is way more configurable. It doesn't waste space for "recommended" apps either. In Win11 it is possible to reduce the space eaten up for recommendations but not hide it. The way pinned apps flow left to right and down is annoying too for spatial positioning. An update added icon groups which is something. You can have an entire empty menu if you'd like. You can even hide the app list. Not only that, you can even resize it to be half the size of Windows 7.
