That's the excuse and a mightily stupid excuse as well. As if a simple harvesting motor would be such rocket science. If it was an actual concern, the front axle regeneration could have been a spec part. Other FIA world championships use such spec parts, for example the Bosch motor on the rear axle of LMDh cars or this Lucid Motors part in Formula E.
