We're talking about people who fantasize about using summary executions as law enforcement. They don't support the police as the institution it is meant to be (an institution working with the community and within the community to help to keep it safe), they just admire the aggression it is capable of. They're not capable of understanding the nuances in the Punisher character and I'm pretty sure they've never read any of the books
