One gang in particular may have a set of baggage handlers which they will almost hire or rent out to another gang, to take a cut of the profits.

Would this be done instead of having the smuger being fired and indicted? If so, this would significantly reduces the risks for smuglers. They would just get bribes that are worth risking the cut in pay.
