Also this is a big problem don't with incarceration in US. If you get a felony, in many states you can't vote (insane law). This is often used by rural places who build incarceration facilities. Those people can't vote, but they are still counted in census that they are living in that area even though they are temporary. This gives those places more voting power than they would normally have and with no drawbacks. I'm wondering if the buildup of detention facilities in red states and filling them with immigrants isn't another plan to shift power.
