The initial budget is for importing officers and administrators from Europe, sourced from nations that put them through a rigorous training academy that emphasizes deescalation and following laws. No existing personnel from the ranks of America's police would ever be hired. Far as I am concerned, the police in America are a mafia, not keepers of peace.
