In the UK, that is very much a you problem, not the pedestrian's. Pedestrians have right of way. People sure don't drive like it though. They aren't supposed to walk out and if they're already in the road they're supposed to get out asap, but that doesn't make it ok to try and drive by like they aren't in the road with some sort of confidence that it's somehow their job to get out of your way. At the end of the day they're a sack of cloth, skin, meat, blood, and bones.
