You can plant a forest and that amount of CO2 is what it'll be able to pick up. Trees will die, rot, emit their CO2 back into the air while new trees pick it up again. The system would reach a maximum equilibrium quickly and the relative amount of CO2 picked up isn't that high. Ultimately, it is solar energy capture, which requires a large area. We are already short of arable land to work with. A lot of the ocean surface is effectively a life desert.
