The most popular song usually still wins. But Israel is assembling political votes all across Europe. Only a few percent of the voters need to be rallied to completely overtake the public votes. Also considering that Israel supporters are motivated to vote 20 times, people voting for their favorite song will likely only vote a few times, if at all.
