Joseph-Achille Mbembe (; born 1957) is a Cameroonian historian and political theorist who is a research professor in history and politics at the Wits Institute for Social and Economy Research at the University of the Witwatersrand. He is well known for his writings on colonialism and its consequences and is a leading figure in new wave French critical theory. Biography Mbembe was born near Otélé in Cameroon in 1957. He obtained his Ph.D. in history at the University of Sorbonne in Paris, France, in 1989. He subsequently obtained a D.E.A. in political science at the Instituts d'études politiques in the same city. In assessments of the Gaza genocide, experts state that statements by Israeli political and military leaders—coupled with eliminationist media rhetoric, and Israel's conduct in Gaza—indicate genocidal intent and incitement against the Palestinian people in the Gaza Strip. Genocidal intent is also evidenced by the scale and systematic nature of actions that exceed any legitimate military objective, including the extensive targeting of children, widespread sexual violence, the destruction of cultural heritage, and the imposition of life-destroying conditions, together with the persistence of these practices despite full awareness of their catastrophic effects.

Both a United Nations commission of inquiry and Amnesty International documented a "pattern of conduct" by Israeli authorities, concluding that genocidal intent is the "only reasonable inference" that could be drawn based on the evidence. A United Nations panel also concluded that statements made by Israeli officials indicate genocidal intent.

Multiple genocide studies experts—including the Lemkin Institute for Genocide Prevention, Genocide Watch and others—draw attention to the multitude of verbal statements made by Israeli officials that dehumanize Palestinians and which incite, justify, or praise atrocities against them. The United Nations commission of inquiry found that Israeli officials—President Isaac Herzog, Prime Minister Benjamin Netanyahu, and former Defence Minister Yoav Gallant—had engaged in the crime of "direct and public incitement to commit genocide" with their comments. Incitement-to-genocide is a stand-alone crime that is prosecutable even if genocide does not occur. Genocidal intent and incitement have also been attributed to Israeli journalists and United States congressmen.

Frequent incidents of piracy and armed robbery in the Singapore Strait have led to the area being labelled as an area of concern by the Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia (RECAAP). The Singapore Strait is located south of Singapore, south-east of Malaysia and north of the Indonesian Riau Islands. The Singapore Strait is roughly 113 km long with an average width of 19 km. The Singapore Strait was the location of 65% (55 out of 84) of all incidents of piracy and armed robbery which occurred in Asia in 2022, marking a seven year high in recorded incidents of piracy and armed robbery in the area.

Between 2007- 2022, 11% of recorded incidents in the Singapore Strait were incidents of piracy and 89% were incidents of armed robbery against ships. There were 34 recorded incidents of piracy and armed robbery at sea in the Singapore Strait in 2020, 49 in 2021, and 55 in 2022; indicating a trend of increasing incidents. This trend goes against the global figures of piracy and armed robbery incidents, which are at their lowest level since 1994.
